WISH — a member searching for a title and asking for it
Raised by lemonfiber household search and lemonfiber household ask, and by the web API’s GET /api/askable and POST /api/actions/ask, where a member searches for a title the house does not hold yet and asks for it under their own limits. See the envelope.
